2024 Delegate Selection Rules Process

Dear DNC Member,

Over the past year, the Rules and Bylaws Committee (RBC) has been hard at work developing the Delegate Selection Rules and the Call for the Convention, which are the foundational documents for the 2024 Presidential nominating contest. At the outset of this process, the RBC committed to taking a deep look at every aspect of the process, including the pre-window for the 2024 nominating calendar. Committee Co-Chairs Jim Roosevelt, Jr. and Minyon Moore invited any states interested in holding an “early” nominating contest to apply to move their contest before the window outlined by the RBC. 

Every four years, the RBC commits to a thorough and transparent review of the Rules. For this cycle’s process, the Committee held eight meetings in 2022 along with four public listening sessions and an online portal for public feedback. The process has won accolades from both RBC members and the applicants themselves.

Twenty State Parties applied and the Committee has spent significant time reviewing their applications while drafting the remainder of the documents. In June, 17 states were invited to present their case to the Rules and Bylaws Committee about why they should be moved to the early state window. Since then, the RBC has continued its deliberations and the co-chairs have been engaged with the applicants on answering several final but critical questions regarding election administration and feasibility in their states.  

While much progress is being made, I wanted to share a note that the Co-Chairs of the RBC sent to the Committee today, concluding that the best way to move forward is to finalize the Delegate Selection Rules and Call for the Convention next week so they can be voted on by the full body in September, but postpone a committee decision and DNC vote on the pre-window lineup until after the midterm elections in November.

Dear Rules and Bylaws Committee members,

As you know, we have been actively engaged with State Party Chairs and Executive Directors over the past several weeks as our pre-window applicants work on answering several final but critical questions regarding election administration and feasibility in their states. As we mentioned last week, we continue to be very pleased with the progress applicants are making on answering these questions. 
 
Our priority as the Co-Chairs is to empower the committee to be good stewards of our Party rules and processes.  As these conversations have progressed, it has become clear to us that the best way to move forward with the final steps of this process is to finalize the Delegate Selection Rules and Call for the Convention next week so they can be voted on by the full body in September, but postpone a committee decision on the pre-window lineup until after the midterm elections in November.  This would work as follows:

  • Before next week’s meeting, we will circulate a proposed version of Rule 12 that sets the window for 2024 primaries and includes placeholder language making clear that the DNC will vote on a proposed set of waivers soon after the midterm elections.

  • At next week’s meeting, we will wrap up our work on the Delegate Selection Rules (including the temporary version of Rule 12) and the Call for the Convention so they can be ready for the 30-day’s notice for September’s full DNC meeting.

  • We will continue to work with applicants in the coming weeks to hammer out final details.

  • Following the midterm elections, we will reconvene to update our evaluation of the applicant pool and work towards a final decision to present to the full DNC for a vote, which DNC leadership has assured us they will make happen as soon after the midterm elections as is possible.

Thankfully, we have the flexibility to do this under our party rules, and because so much great work has been done over the past several months, we are very confident that the delay will not cause any significant burden on our applicants.
 
We will continue to be in conversation with the applicants about next steps, and we and the Party Affairs staff remain committed to ensuring that this process moves forward without interfering with State Parties’ mission of electing Democrats at home.
