Recap of December 2024 Executive Committee Meeting

I hope you had a great week. As we previously shared, the Executive Committee of the DNC met on December 13 in Washington, D.C., and the Rules and Bylaws Committee met on December 12. Thank you to those who joined us for the meetings.

Summary from the December 2024 Executive Committee Meeting

 

 

The DNC Executive Committee met on the morning of Friday, December 13 in Washington, D.C. The Committee heard a number of reports and updates.

During the meeting, Chair Harrison highlighted the many successes of the Biden-Harris Administration. President Biden and Vice President Harris took office at the height of the COVID-19 pandemic, and they brought our nation back from the brink, created over 16 million jobs, achieved the lowest unemployment rate in 50 years, took on Big Pharma and capped prescription drug prices, protected over 1.2 million pensions, and boosted wages for middle-class Americans. 

Chair Harrison also reviewed the 2024 election cycle and discussed the three pillars of work that the DNC has done since he took office in 2021: 

  1. Managing and leading the Party

  2. Powering the Party

  3. Building the Party

Chair Harrison was joined by DNC Deputy Executive Director Monica Guardiola to discuss the first pillar: Managing and leading the Party. Monica highlighted the creation of the DEI department and how it led to the largest investment in diverse vendors in the DNC’s history. Additionally, she discussed the creation and recognition of the DNC staff union which has led to increased wages, a higher 401(k) match, and additional professional development opportunities. 

Next, Chair Harrison was joined by the DNC Chief Technology Officer Arthur Thompson to discuss the second pillar: Powering the Party. During his presentation, Arthur talked through the significant investments from the DNC in the tools and technologies that power our Party. This cycle, DNC data powered over 100 million door knocks and over 300 million phone calls across the country, supporting over 8,500 Democratic campaigns nationally. 

Lastly, Chair Harrison, DNC Deputy Executive Director Roger Lau, and States Director Marquita Sanders spoke about the third pillar: Building the Party. For the first time in decades, the DNC made strategic investments in all 57 states and territories, such as the State Partnership Program, Red State Fund, and State Program Innovation Fund. The DNC also built a robust Voter Protection Program that spanned across 28 states, and with a total of 38 states using the DNC’s voter protection issue tracking and resolution software. 

In addition, the Executive Committee heard a few additional officer reports. Below are some highlights: 

  • National Finance Committee Chair Chris Korge reported that the 2024 presidential campaign raised $2.15 billion. Independently from campaigns, the DNC also raised $800 million across the past four years. 

  • Treasurer Virginia McGregor reported that this cycle the DNC sent more than $260 million through a combination of direct investments, technology, tools, and data to our state parties. Additionally, the DNC invested nearly $7 million in IWillVote.comadvertising to equip voters with the resources they need to vote freely. The DNC also invested over $23 million in state parties as part of the State Partnership Program, Red State Fund, and State Program Innovation Fund. 

  • ASDC President Ken Martin announced that while in office, the ASDC was able to transform the 50-state strategy into the 57 state and territory strategy, inclusive of all state parties. He also highlighted the ASDC’s training programs for state party staff and in-state activists, including boot camps in St. Louis and Baltimore to make receiving in-person training more accessible for state party staffers. 

  • Vice Chair Henry Muñoz touched on the investments made in the Latino community and the infrastructure of the Party during this election. 

  • Vice Chair for Civic Engagement and Voter Participation Keisha Lance Bottoms told a moving story on how our fight continues, and we will march on until victory is won. 

  • Secretary Jason Rae shared that since the Executive Committee last convened in Chicago, we have certified 18 new members to the DNC and recertified 19 members. He reminded the committee of the next full DNC member meeting, taking place in National Harbor, Maryland from January 30 - February 1. Additional details are forthcoming.

The Executive Committee also heard a report from Rules & Bylaws Committee (RBC) Co-Chairs Jim Roosevelt and Minyon Moore. The Committee’s report included:

  • The RBC met and recommended for approval the Rules of Procedure for the 2025 election of DNC Party Officers. The 2025 Rules of Procedure will be voted upon by DNC Members at the Winter 2025 DNC Meeting in National Harbor, Maryland. 

  • Per the rules, each candidate for DNC Party Officer must submit a nominating statement and petitions of 40 current DNC Members by January 25, 2025, to be placed on the ballot for election. 

  • Additionally, each Party Officer election will be a majority vote. Should a candidate not secure a majority of votes cast by DNC Members, there will be a subsequent ballot. Beginning at the second ballot, the lowest vote-earning candidate will be automatically eliminated. 

  • The RBC discussed the 2024 Democratic National Convention and delegate selection process to provide a record for future conventions and delegate processes.

To conclude the Executive Committee meeting, candidates who had filed to run for National Party Office were invited to speak for up to one (1) minute to the Committee. 

The next meeting of the DNC Executive Committee will take place in conjunction with the DNC meeting in National Harbor.
