  1. President Biden Commemorates the Bipartisan Safer Communities Act

  • President Biden helped get the Bipartisan Safer Communities Act done, the most significant legislation to reduce gun violence in 30 years.
     

  • This is proof that even in today’s politics, we can come together on a bipartisan basis to deliver for the American people – even on an issue as tough as guns. And it’s a call to action to all of us to do more.
     

  • We cannot save every life from the epidemic of gun violence. But if this law had been in place years ago – or even this year – lives would have been saved.
     

  • Thanks to the bipartisan work of senators and the advocacy and courage of those whose lives have been shattered by gun violence, the Bipartisan Safer Communities Act:

    • Provides funding for crisis intervention and red flags laws so that a parent, a teacher, a counselor can flag for a court that a child, a student, or a patient is exhibiting violent tendencies, threatening classmates, or experiencing suicidal thoughts, that makes them a danger to themselves or to others.
       

    • Requires young people under 21 to undergo enhanced background checks before purchasing a gun. 
       

    • Closes the so-called “boyfriend loophole,” so if you’re convicted of an assault against your girlfriend or boyfriend, you can’t buy or own a gun.
       

    • Includes the first-ever federal law that makes gun trafficking and straw purchases explicit federal crimes.
       

    • Clarifies who needs to register as a federally licensed gun dealer and run background checks before selling a single weapon.
       

    • Invests in anti-violence programs that work directly in communities most at risk of gun crimes.
       

    • Provides vital funding to address the youth mental health crisis in this country, including the trauma experienced by the survivors of gun violence.
       

  • But we know we must do more. President Biden continues his calls on Congress to:

    • Ban assault weapons. President Biden led the fight to ban them in 1994, and he is determined to ban these assault weapons again, as well as the high capacity magazines that fuel their greatest devastation.
       

    • Enact safe storage laws and personal liability for not locking up your gun.
       

    • Expand background checks to better keep guns out of the hands of felons, fugitives, and those under domestic violence restraining orders.
       

  • There is still a right to bear arms, but Americans also have the right to live freely without fear for their lives.
     

  • That’s what our America must always be: a place where we preserve rights but fulfill our responsibilities. President Biden believes there can be no greater responsibility than to do all we can to ensure the safety of our families, our children, and of all our fellow Americans.

 

  1. President Biden Signs Executive Order Protecting Access to Reproductive Health Care Services

  • Since the Supreme Court’s decision, Republican governors and state legislatures are imposing extreme laws banning a women’s right to choose – many don’t allow exceptions even for rape or incest. And, congressional Republicans are calling for a national ban on abortion.
     

  • President Biden has made clear that the only way to secure a woman’s right to choose is for Congress to restore the protections of Roe as federal law. The majority of Americans support a woman’s right to choose – Congress must act and the American people must use their voice.
     

  • Until then, the president has committed to doing everything in his power to defend reproductive rights and protect access to safe and legal abortion.
     

  • Last week, President Biden signed an executive order protecting access to reproductive health care services. The executive order builds on the actions the administration has already taken to defend reproductive rights by:

    • Safeguarding access to reproductive health care services, including abortion and contraception – building on steps HHS has already taken to ensure medication abortion, emergency contraception, and long-acting contraception is as widely available as possible and the attorney general’s commitment to fight any attack by a state or local official who attempts to interference with women exercising their right to travel out of state for medical care.
       

    • Protecting the privacy of patients and their access to accurate information – building on steps the HHS Office of Civil Rights has taken to ensure doctors and medical providers and plans know that they are not required – with limited exceptions – to disclose patients’ private information.
       

    • Promoting the safety and security of patients, providers, and clinics.
       

    • Coordinating the implementation of federal efforts to protect reproductive rights and access to health care.
       

  • In partnership with the DSCC and DCCC, the DNC launched, www.DefendChoice.org, where volunteers can easily connect with the coordinated field campaign in their state, sign up to make calls or send texts through Democrats’ national distributed organizing program, and share their own personal story about the importance of protecting reproductive rights. 

BIDEN-HARRIS ADMINISTRATION WEEK AHEAD

Tuesday, July 12
President Biden held a bilateral meeting with President Andrés Manuel López Obrador of Mexico to discuss their visions for North America and their efforts to address global challenges such as food security, continued cooperation on migration, and joint development efforts.

The president and the first lady will host the first White House Congressional Picnic since 2019 on the South Lawn.

In the evening, the president will travel to the Middle East to advance U.S. national interests in the region.
