    A former clerk for Justice Breyer, whom she is nominated to replace, Judge Jackson is a top jurist with strong experience on the federal bench, currently serving on the U.S. Court of Appeals for the D.C. Circuit.
     

    Judge Jackson has broad experience across the legal profession – as a federal appellate judge, a federal district court judge, a member of the U.S. Sentencing Commission, an attorney in private practice, and as a federal public defender.

MESSAGE OF THE DAY2. President Biden’s Ongoing Actions to Ease the Cost of Living for American Families 

  • The Biden-Harris administration’s top economic priorities have been to create a growing economy with more good-paying jobs, and to lower the prices Americans have faced from the global problem of inflation related to the pandemic. 
     

    We have seen historic success on the first priority: The president’s first year in office saw historic economic growth and historic job creation – the fastest economic growth since 1984 and the most jobs created in one year ever.
     

    On higher prices, the administration has been using every tool at their disposal, and while last month’s inflation numbers are a reminder that Americans’ budgets are being stretched in ways that create real stress at the kitchen table, there are also signs that we will make it through this challenge.
     

    We have more work to do – to keep wages up and prices down – so that working families can actually get ahead.
     

    The Federal Reserve plays the primary role in helping our economy achieve stable prices.
     

    While inflation is a global challenge, the president is squarely focused on doing everything he can to bring down prices for the American people.
     

    First, the administration is helping repair our supply chains and infrastructure to ease bottle necks and make more here at home. 
     

    Second, the president is fighting for his Build Back Better plan, which will lower the cost of living. 
     

  • Third, the president is continuing his work to make our economy more competitive. 

    • The president’s competition council is continuing its progress implementing the president’s executive order to give consumers more choices and lower prices. 
       

  • President Biden pledged that his administration will continue to be all hands on deck to win this fight.

  • Monday, February 28

    • President Biden will host a secure call with aAllies and partners to discuss the latest developments regarding Russia’s attack on Ukraine and to coordinate our united response.

      President Biden and First Lady Dr. Jill Biden will host a celebration to mark Black History Month. They will be joined by Vice President Harris, the second gentleman, the Secretary of Defense, the Secretary of Housing and Urban Development, the Administrator of the Environmental Protection Agency, the Acting Director of the Office of Management and Budget, the United States Ambassador to the United Nations, the Chair of the Council of Economic Advisers, members of the Congressional Black Caucus, State and local elected officials, Civil Rights leaders, and Divine Nine leadership.
       

  • Tuesday, March 1

    • President Biden will deliver the State of the Union address to a joint session of Congress at the United States Capitol. The vice president, the first lady, and the second gentleman will attend.
       

  • Wednesday, March 2

    • President Biden and First Lady Dr. Jill Biden will travel to Superior, Wisconsin for their first trip after the president’s first State of the Union address to discuss Building a Better America and how the Bipartisan Infrastructure Law delivers for the American people by rebuilding roads and bridges and creating good-paying, union jobs.
       

  • Thursday, March 3

    • President Biden will hold a Cabinet meeting in the Cabinet Room. The vice president will attend.

Today President Joe Biden has taken his first step in keeping a promise he made to the voters in 2020 on the campaign trail. He has nominated Ketanji Brown Jackson to be our next Supreme Court Justice. When confirmed, she will be the first African American woman to serve on the Supreme Court in our nation's history.

Our country was established on the belief that we can make our union more perfect. In 2020 this is precisely why so many of us voted for President Biden. Now we must now stand up collectively in every city and speak our truth to power. Republicans began tearing down Ketanji Brown Jackson before she was even nominated. Now our voices must be so loud and amplified that those in the United States Senate hear our demand that Ketanji Brown Jackson be confirmed to the Supreme Court and make history!

This is our moment to demonstrate the power of local Democrats; by writing op-eds, holding press conferences with other elected officials and community groups, interviews with media, social media campaigns, and any other way you and your community can support our Supreme Court nominee.

Bio - Ketanji Brown Jackson: Who is she?

 Jackson studied government at Harvard University, graduating in 1992. She also received her law degree from Harvard in 1996.

— Jackson clerked for three federal jurists, including a district court judge in Massachusetts, an appellate judge in the 1st Circuit and Breyer himself.

— Earlier in her legal career, Jackson worked as an assistant federal public defender in Washington, D.C., where she worked on appellate cases, and served as vice chair of the U.S. Sentencing Commission for several years.

 President Barack Obama nominated Jackson for a district court judgeship in D.C. near the end of his first term as president, and she was confirmed in early 2013. He also interviewed her as a potential nominee after the death of Justice Antonin Scalia in 2016.

 Biden nominated her to the U.S. Court of Appeals for the D.C. Circuit in March 2021, as part of one of his early slates of nominees, and she was formally elevated last summer.

 As a district court judge, Jackson issued several high-profile rulings. In 2019 she ruled against the Trump administration’s attempt to shield former White House counsel Don McGahn from testifying before Congress, writing that “presidents are not kings.”

Meet the Honorable Judge Ketanji Brown Jackson

  • Judge Ketanji Brown Jackson was raised in Miami, and went on to study government at Harvard University. She then attended Harvard Law School, where she served as the supervising editor of the Harvard Law Review.

  • Judge Jackson’s family exemplifies a true American success story thanks to hard work and determination. Her parents went to segregated schools and experienced the Jim Crow South as kids, but through hard work, they went to and graduated from college and became public school teachers. Eventually, her father went on to earn a law degree too. And now their daughter can become the first Black woman to serve on the Supreme Court. 

  • Judge Jackson comes from a family of police officers and worked as a public defender. She has also served on the bipartisan US Sentencing Commission and as judge on the District Court and D.C. Circuit Court of Appeal. She would be the first public defender to serve on the Supreme Court.

  • Judge Jackson clerked for Justice Breyer, where she learned the great rigor through which Justice Breyer approached the work and his willingness to work with colleagues of different viewpoints. She will bring that experience and the same approach to bear on the Supreme Court.

  • Judge Jackson has been confirmed by the Senate three times, twice unanimously.

  • Former Speaker Paul Ryan praised her when she was nominated for District Court in 2012. “Our politics may differ, but my praise for Ketanji’s intellect, for her character, for her integrity is unequivocal,” he said. “She’s an amazing person, and I favorably recommend her consideration.”

  • President Obama called her an “unwavering voice for justice and fairness” when he nominated her to the U.S. Sentencing Commission.

  • DNC Chair Jaime Harrison stated that “Judge Jackson will bring a wealth of knowledge and experience to the Court. Her experience as a public defender will add a vital perspective. “Today, President Biden delivered on yet another campaign promise. In doing so, he has made history. By announcing he will nominate Judge Jackson to the Supreme Court, President Biden has put forward an exceptionally qualified, talented jurist to serve on our nation’s highest court. 

“Judge Jackson will bring a wealth of knowledge and experience to the Court. Her experience as a public defender will add a vital perspective. In short, Judge Jackson will live up to the legacy of Justice Breyer and the other qualified jurists that have served and continue to serve on the Supreme Court. Proxies

Should you be unable to attend any or all of the March Meeting, you will be able to submit a proxy. As a reminder, you must fill out a proxy for every individual meeting you plan on missing and the proxy must be designated to another member of the same body.

We are in receipt of two proposed amendments to the DNC’s Charter and Bylaws that were properly filed. In accordance with our process, the Rules and Bylaws Committee will first consider the proposed amendments and will make a recommendation for consideration by the full DNC. DNC Trainings

We are excited to announce three optional training sessions that DNC staff will be presenting during the Winter DNC Meeting on Thursday, March 10th. Below, you will find information about the trainings:

1:30 pm ET to 2:30 pm ET: Amplifying the Party's Message: Your Story, Your Role

  • This training session will equip DNC Members with the strategies, messages, and tools they need to craft their personal stories and uplift the important work of Democrats across the country. 

2:30 pm ET to 3:00 pm ET: Cybersecurity Essentials 

  • This training session will educate DNC Members on the essentials of staying safe online, including a look at who our adversaries are, how to keep personal data safe, and how to report security issues. 

3:00 pm ET to 3:30 pm ET: DNC x Greenfly

  • The DNC is building out its partnerships program in Greenfly, a powerful tool that will allow us to quickly and easily share graphics, videos, articles and more to wide audiences. As part of this training, members will learn to use Greenfly to add to the social media and content programs they are already running. 


COVID-19 Precautions

We highly value the safety of you and your fellow Democrats, so to ensure this, we ask that everyone work together by following the COVID policy guidelines outlined below:

  • All event attendees are required to be fully vaccinated and provide proof of vaccination. We will follow the CDC’s current definition of fully vaccinated, which at this time means having received the primary series of COVID-19 vaccines. 

    The DNC strongly encourages everyone to receive a booster shot if they are eligible.
     

  • We will be collecting proof of vaccination for all event attendees including staff, press and vendors. Upon arrival at the event, attendees will be asked to show proof of vaccination AND a valid, government issued ID. We will accept the following as proof of vaccination:

    • CDC issued Vaccination Card

      Digital Vaccine Record (e.g., Vaccine Passport App)

      Photo of CDC issued Vaccine Card

  • We know that guidance surrounding masks is different across the country and will continue to change. At this DNC meeting, all event attendees must wear a well fitted covering properly that follows the CDC’s guidelines at all times. Masking will be strictly enforced.

  • Since being unmasked poses the highest risk, eating and drinking will not be permitted during any meetings. Do not remove your mask for the duration of time it takes to drink your entire beverage; if you need to take a sip of water or coffee, you should immediately put your mask back on.

  • If you are feeling sick, even with mild COVID-like symptoms, we ask that you stay home. Mild COVID-like symptoms can include headache, sore throat, cough, sniffles, body aches, or fever.

  • Limiting your exposure beforehand is encouraged. We are all coming from different places for this meeting in Washington, DC and reducing your exposure beforehand can help keep others safe from any unknown COVID exposures in our communities before we come together.

  • While we are not enforcing social distancing at this meeting, we will be strictly enforcing the room capacity limits.

]NEWS OF THE DAY1. Vice President Harris Trip to Munich

  • Today, Vice President Harris departed for Munich, Germany where she will lead the U.S. delegation to the Munich Security Conference.
     

    The vice president’s schedule will include a series of high-stakes and high-level diplomatic talks engaging with a number of world leaders.
     

  • Vice President Harris will discuss a full range of issues as it relates to the situation involving Russia and Ukraine:
     

    • Taking stock of the remarkable unity we have achieved across the Atlantic – the West is more united and NATO stronger than they have been in decades.

      Demonstrating how unity is a source of strength that will allow us to respond swiftly and severely to further Russian aggression.

      Reassuring our allies and partners of our commitments to bolstering NATO and reinforcing our allies in the face of Russian aggression.

      Discussing how a further invasion of Ukraine will leave Russia weaker, not stronger.

      And she will also address the broader stakes—the threats to the post-World War II rules and norms.  
       

  • The Biden-Harris administration has undertaken intensive engagements with our allies and partners, and this trip is a high-level continuation of those efforts.

  1. President Biden’s Economic Plan is Working

  • Yesterday, we learned that retail sales increased by 3.8% in January, exceeding expectations. This strong, inflation-adjusted increase reflects the resilience of the economy even in the face of omicron.
     

    Compared to this time last year, sales at grocery stores, restaurants, and clothing stores, among others, increased, underscoring the strength of the American economy as we recovered from the pandemic.
     

    This data builds on the historic economic progress we’ve seen over the last year, and an extremely strong jobs report last month despite omicron, which was well above expectations.
     

    In 2021, the economy created nearly 6.7 million jobs – the strongest year of job growth on record. The unemployment rate declined more than in any year on record and we achieved a 4% unemployment rate years earlier than previously projected, thanks to the American Rescue Plan. 
     

    This progress positions the American economy and American consumers uniquely well to deal with the global challenge of pandemic-induced inflation.

  1. President Biden’s Address on Russian Buildup at the Ukrainian Border

  • This week, President Biden spoke directly to the American people on Russia’s buildup of forces on the Ukrainian border, and made clear the United States is prepared no matter what happens next.
     

  • Working with our allies and partners, the Biden administration has engaged in non-stop diplomacy to improve stability and security in Europe and address legitimate security concerns. 
     

    • The administration has proposed arms control and transparency measures, while making clear they will not compromise on basic principles, such as the right of every nation to sovereignty, territorial integrity, and the freedom to choose its own security alliances.
       

  • President Biden has also made clear that the United States is ready to respond decisively if Russia attacks Ukraine.
     

    Together with our allies and partners, the Biden administration will impose swift and severe consequences on Russia – a package of sanctions and export controls that will have a devastating impact on Russia’s economy and undermine its long-term ability to compete. Those measures include the end of Nord Stream 2 – the pipeline that would bring natural gas from Russia to Germany.
     

    The Biden administration provided training and equipment to the Ukrainian military to help them defend themselves. But the president will not send Americans service members to fight Russia in Ukraine.
     

    The U.S. will give diplomacy every chance to succeed because an attack would impose unspeakable humanitarian costs on the Ukrainian people. But should Russia choose war, we will be ready to respond.
     

    The administration is also taking steps to mitigate the impact of any invasion for the American people. We are coordinating with major energy consumers and producers and are prepared to deploy all tools and authorities at our disposal to provide relief at the gas pump.
     

    No matter what happens next, Russia has already failed in its goal of dividing the west. The west is more united than ever. NATO is stronger, not weaker. And if Russia chooses to attack Ukraine, the consequences the United States and its allies and partners will impose will isolate it from the world and leave it weakened strategically, economically, and diplomatically.

  1. Supreme Court Vacancy

  • President Biden is leading a thorough and rigorous process to name a qualified nominee, with strong experience, character, integrity, dedication to the Constitution and rule of law – and the first Black woman to serve on the highest court. He is currently reviewing the legal record and writings of potential nominees, all of whom deserve fair bipartisan review.
     

    It’s long overdue that a Black woman serve on the Supreme Court, and it is in a bipartisan tradition to ensure the richness of our country is represented in its leadership and on the highest court. 
     

    As senators in both parties have suggested, President Biden is seeking a nominee in the vein of Justice Breyer, with wisdom and a deep understanding of the Constitution.
     

    The president believes that choosing a Supreme Court nominee is among the most serious decisions any president faces.

  • Today, we learned that retail sales increased by 3.8% in January, exceeding expectations. This strong, inflation-adjusted increase reflects the resilience of the economy even in the face of omicron.
     

    Compared to this time last year, sales at grocery stores, restaurants, and clothing stores, among others, increased, underscoring the strength of the American economy as we recovered from the pandemic.
     

    This data builds on the historic economic progress we’ve seen over the last year, and an extremely strong jobs report last month despite omicron, which was well above expectations.
     

    In 2021, the economy created 6.7 million jobs – the strongest year of job growth on record. The unemployment rate declined more than any year on record and we achieved a 4% unemployment rate years earlier than previously projected, thanks to the American Rescue Plan.
     

    Small business applications and inflation-adjusted household income are both up.
     

    This progress positions the American economy and American consumers uniquely well to deal with the global challenge of pandemic-induced inflation.

  1. Yesterday’s Federal Communications Commission (FCC) Announcement

 

  • As President Biden requested in his Executive Order on Competition, yesterday the FCC voted on a bipartisan, unanimous basis to crack down on exclusivity arrangements between landlords and internet providers -- “sweetheart deals” which lock tenants in apartments and office buildings into just one option for internet.
     

    Exclusivity arrangements might be good for landlords and for internet service providers, but bad for tenants, who may have to pay more and accept lower quality service.
     

    More than a third of Americans live in apartments and condos, and many businesses operate in multi-tenant buildings like office buildings or malls.
     

    This is an important step by the FCC to increase competition and lower prices for consumers.

  1. President Biden’s Address on Russian Buildup at the Ukrainian Border

  • Yesterday, President Biden spoke directly to the American people on Russia’s buildup of forces on the Ukrainian border, and made clear the United States is prepared no matter what happens next.
     

  • Working with our allies and partners, the Biden administration has engaged in non-stop diplomacy to improve stability and security in Europe and address legitimate security concerns. 
     

    • The administration has proposed arms control and transparency measures, while making clear they will not compromise on basic principles, such as the right of every nation to sovereignty, territorial integrity, and the freedom to choose its own security alliances.
       

  • President Biden has also made clear that the United States is ready to respond decisively if Russia attacks Ukraine.
     

    Together with our allies and partners, the Biden administration will impose swift and severe consequences on Russia – a package of sanctions and export controls that will have a devastating impact on Russia’s economy and undermine its long-term ability to compete. Those measures include the end of Nord Stream 2 – the pipeline that would bring natural gas from Russia to Germany.
     

    The Biden administration provided training and equipment to the Ukrainian military to help them defend themselves. But the president will not send Americans service members to fight Russia in Ukraine.
     

    The U.S. will give diplomacy every chance to succeed because an attack would impose unspeakable humanitarian costs on the Ukrainian people. But should Russia choose war, we will be ready to respond.
     

    The administration is also taking steps to mitigate the impact of any invasion for the American people. We are coordinating with major energy consumers and producers and are prepared to deploy all tools and authorities at our disposal to provide relief at the gas pump.
     

    No matter what happens next, Russia has already failed in its goal of dividing the west. The west is more united than ever. NATO is stronger, not weaker. And if Russia chooses to attack Ukraine, the consequences the United States and its allies and partners will impose will isolate it from the world and leave it weakened strategically, economically, and diplomatically.

  1. Supreme Court Vacancy

  • President Biden is leading a thorough and rigorous process to name a qualified nominee, with strong experience, character, integrity, dedication to the Constitution and rule of law – and the first Black woman to serve on the highest court. He is currently reviewing the legal record and writings of potential nominees, all of whom deserve fair bipartisan review.
     

    It’s long overdue that a Black woman serve on the Supreme Court, and it is in a bipartisan tradition to ensure the richness of our country is represented in its leadership and on the highest court. 
     

    As senators in both parties have suggested, President Biden is seeking a nominee in the vein of Justice Breyer, with wisdom and a deep understanding of the Constitution.
     

    The president believes that choosing a Supreme Court nominee is among the most serious decisions any president faces.

Infrastructure School: Bipartisan Infrastructure Law Guidebook Webinar Series

With the signing of the Bipartisan Infrastructure Law in mid-November, President Biden marked a new era of building a better America together. The Bipartisan Infrastructure Law is historic in its size – the largest ever investments in broadband, rail and transit, clean energy, and water, just to name a few – as well as the breadth of programs and sectors included in the law.  
 
Last month, the White House released a

Bipartisan Infrastructure Law guidebook

to provide information so you know what to apply for, who to contact, and how to get ready to rebuild. This guidebook is a roadmap to the funding available under the law, as well as an explanatory document that shows direct federal spending at the program level.  Our goal is for you—communities all across America—to take full advantage of the opportunity this new funding presents.
 
To help partners better understand Bipartisan Infrastructure Law programs, we’re are launching Infrastructure School, a series of twelve webinars over the coming weeks that will provide an in-depth look into the programs contained within each of the twelve major chapters in the guidebook.

As a reminder, each of the DNC Regional and Constituency Caucuses as well as the DNC Councils will be holding elections in Washington, DC. If you would like to be considered a member of a Constituency Caucus and or Council, and have not already done so, you can fill out the form here

All DNC Members must be registered with the respective caucus and council at least 21 days prior to the start of the DNC meeting to be eligible to vote in Washington, DC. The registration deadline is Thursday, February 17th.  Caucuses are composed only of DNC Members who share the inherent or immutable traits which define the caucus. Councils are open to DNC Members and members of the public.

MESSAGE OF THE DAY3. Biden-Harris Administration Updates on the Fight Against  COVID-19

  • Last week, we marked the progress of President Biden’s first year in office: over 210 million Americans fully vaccinated. Schools and businesses open. More treatments available than ever before.
     

    As the president says, we know the job is not yet finished. But we have the tools to protect people: vaccines, boosters, treatments, tests, masks, and more.
     

  • And because of those tools, we’re moving toward a time when COVID won’t disrupt our daily lives. Where COVID won’t be a constant crisis but something we protect against and treat.
     

    • Vaccines: Vaccine requirements for health care workers are going into effect. Requirements to get federal government workers vaccinated resulted in over 98% compliance. We’re adding millions more vaccinations each week. And the president will continue efforts to reach unvaccinated individuals, help parents get their kids vaccinated, and urge those who are eligible to get boosted.

      Treatments: The U.S. has more effective treatments available in the month of January than ever before – 4 million doses – and that number will continue to increase over the coming weeks. This includes more treatment courses of Pfizer’s antiviral pills that the administration got out to the American people ahead of schedule. 

      Tests: We continue to make tests more accessible for Americans. President Biden’s program to mail free tests to American households is up and running. In addition, the administration is standing up free testing sites across the country, increasing manufacturing, and at-home tests are now covered by private insurance.   

      Surge Response: While we are seeing the omicron surge start to recede in some communities, the administration will remain focused on helping areas that are still seeing rising cases. More Surge Response Teams will support local hospitals. 400 million N95 masks are going out to the American people for free. And we will continue to work hand in hand with school districts to ensure they have the resources needed. 
       

  • While we’re not there yet, the tools made widely available by President Biden are working. We’ll continue to make progress and get to where we all want to be.

  1. Biden-⁠Harris Administration Increases COVID-⁠19 Testing in Schools to Keep Students Safe and Schools Open

  • Since day one, the Biden-Harris administration has taken every step available to keep schools safely open for full-time, in-person instruction. 
     

    • These efforts have resulted in over 95% of schools open in person last month, up from 46% of schools in January 2021. 
       

  • Yesterday, the Biden-Harris administration doubled down on their commitment to keeping all schools safely open for full-time, in-person learning by taking new action to increase access to COVID-19 testing in schools by:
     

    • Sending 5 Million No-Cost Point-of-Care Tests Per Month to Schools.

      Providing 5 Million Additional Lab-Based PCR Tests for Free to Schools Per Month.

      Deploying Federal Surge Testing Units to Support Free Testing Access for Students, School Staff, and Families at Community Testing Sites.

      Connecting Schools with COVID-19 Testing Providers to Set Up School Testing Programs using American Rescue Plan Funds. 

      New Training, Resources, and Materials for Implementing “Test to Stay” in Schools.
       

  • School districts can also take advantage of the below resources immediately, including:

      Make the most significant investment in passenger rail in the past 50 years and in public transit ever, meaning Americans will be safer and get where they’re going faster.

      Modernize our ports, airports and freight rail – to make it easier for companies to get goods to market, reduce supply chain bottlenecks we’re experiencing now, and lower costs for working families.

      Build up our resilience for the next superstorm, drought, wildfire, and hurricane. It builds back our bridges, water systems, power lines and levees – better and stronger – so fewer Americans will be flooded out of their homes or lose power for days and weeks after a storm hits.

      Create, for the first time ever, a true national network of charging stations for electric vehicles, so you can charge up and drive across the country – creating thousands of jobs for electrical workers. 

      Make it possible for America to get off the sidelines and into the game on manufacturing; solar panels, wind turbines and batteries. It will enable us to store energy and power for electric vehicles, including electric school buses, which will mean millions of our children will no longer inhale dangerous exhaust from diesel school buses.

      And, it will reward companies for paying good wages, and for buying American – sourcing their products from right here in America.
       

  • President Biden ran rebuilding the backbone of this nation — working people and the middle class. The Bipartisan Infrastructure Law delivers on that long overdue promise. It will rebuild the economy from the bottom up and middle out, and create better jobs for thousands of Americans.
     

    And no one earning less than $400,000 a year will pay a single penny more in federal taxes.
     

    Thanks to the Bipartisan Infrastructure Law, this year will be the first year in 20 years where America’s infrastructure investments will grow FASTER than China's. With the investments in this law, America will be on track to lead the world into the 21st century – with modern cars and trucks and transit systems.
     

    And, together with the Build Back Better Act – millions of lives will be changed for the better.

    • President Biden will travel to Cleveland and Lorain, Ohio, and deliver remarks on how the Bipartisan Infrastructure Law delivers for the American people by rebuilding roads and bridges, upgrading water systems, cleaning up the environment, and creating good-paying, union jobs.

      First Lady Dr. Jill Biden will travel to Florida for a pair of events in Tampa and Miami to highlight the “Cancer Moonshot” program. 
       

  • Friday, February 18

    • Vice President Kamala Harris will travel to Munich, Germany to attend the February 18-20 Munich Security Conference.  Building on the Biden-Harris administration’s intensive engagement with European allies and partners, the vice president’s engagements in Munich will demonstrate our ironclad commitment to our NATO allies, reaffirm our shared interest in upholding the principles that have underpinned European peace and security since World War II, and underscore our commitment to Ukraine’s sovereignty and territorial integrity.
