Starting a New Caucus
Founding procedure: We ask that people interested in forming a global caucus work together with like minded leaders around the world (across all three regions) and meet regularly for several months to develop the concept and purpose of the caucus into terms of reference for the group that outline its purpose, goals, and clear understanding of how the caucus is situated within the global organization.
Rights of members: similar to the rights of any DA member (there are no additional privileges attached to being a member of a caucus)
Selection and removal of officers: as defined by the DPCA charter, caucus leaders are appointed by the global chair with the approval of the DPCA executive committee
Duties and terms of office: generally a two year appointment, which terminates at the end of each DPCA executive committee cycle, but caucus leaders may be removed earlier if the Executive committee of the DPCA deems this removal to be necessary.
Legal status of caucuses/powers/relation to exec board: as with all global committees and groups, a global caucus must follow the rules of the DPCA charter, and is considered wholly a subcommittee under the DPCA and the global excom.
Activities: these are more specifically defined in each caucuses' terms of reference, but in general all caucus activities should be aligned with the mission of the DPCA.
