For the proportionality side of the supplemental votes equation, I believe my proposal answers the mail and is fairer than the current BLOC proposal by many miles.. For deciding the issue of which votes should fall under proportionality (i.e. political decisions as a state party) and which should deal with DPCA internal business (i.e what pertain solely to the DPCA members as a committee), I think we are getting closer to a good solution..

Please be aware that my plan only address supplemental votes and delegates (which doesn't work if it isn't mandatory). The Delegate portion could be tweaked by allowing country committees to designate half of their delegates to the largest chapter chairs, for example. Leave it up to each committee with more than two delegates to decide. The plan's discussion of proxies only dealt with proxies for Delegates, not the general proxies from committee chair, officers. etc. I am now of the opinion that we should either allow proxies to anyone, anywhere, anytime or not allow proxies at all. Let's eliminate the complex rules in any case. If we allow proxies at all, the only rule that I would impose would be that one person should be allowed to HOLD only one or two, not more.
