  • President Biden won the most votes of any candidate in American history by running on an economic plan that will change the game for the middle class by making investments in families the heart of our economic growth strategy instead of more tax giveaways for the rich or big corporations.
     

  • This week, Congress can nail down two huge wins for the American people by passing the Build Back Better Act and the bipartisan infrastructure deal.
     

    • The Build Back Better agenda is massively popular among all voters. We need to build back better with investments in jobs, economic competitiveness, and confront the existential threat of climate change, all while lowering prices on health care, prescription drugs, and other essentials for working families.

    • After years of neglect and broken promises, Americans know that now is the time to make historic investments in our infrastructure that will build roads and bridges, improve ports and airports, and ensure every American has access to clean drinking water and high-speed internet. 
       

  • This afternoon, the Senate will vote on legislation to fund the government and avert a catastrophic default on the debt.
     

    • As Speaker Pelosi said, Republicans who say they won’t vote to increase the debt limit are “irresponsible beyond words.”

MESSAGE OF THE DAY2. The Path Out of the Pandemic: President Biden’s COVID-19 Action Plan

  • Since January 20, we have gone from about three million fully vaccinated Americans to nearly 185 million.
     

  • We are bringing the same wartime spirit and science-based approach that we have always brought to match the scale and type of challenges we face as the virus evolves. 
     

  • President Biden’s COVID-19 action plan focuses on:
     

    • Vaccinating the Unvaccinated: President Biden announced vaccination requirements that cover an estimated 100 million Americans – two-thirds of all workers – including all employees in the federal government and those at most health care settings.

    • Further Protecting the Vaccinated: President Biden announced there will be enough booster shots available to everyone for free as soon as they are authorized – with a national distribution system ready, providing easy access for all eligible Americans, and ensuring Americans know where to get a booster.

    • Keeping Schools Safely Open: The president called on all governors to require vaccinations for all teachers and staff, will require vaccination for educators at federal Head Start Programs, and is helping increase regular testing at schools. And, any teacher or school official whose pay is withheld by a governor will have that pay restored by the federal government – 100%.

    • Increasing Testing & Requiring Masking: The president’s plan will ensure that every American – no matter their income – can access free, convenient tests. The plan expands easy-to-use testing production through the Defense Production Act, makes tests more affordable, expands free pharmacy testing, and sends free rapid tests to food banks and community health centers. The plan also continues to require masking for interstate travel and on federal property.

    • Protecting Our Economic Recovery: The president announced several programs that will help ensure the U.S. economy continues to grow, including an expansion of the COVID-19 Economic Injury Disaster Loan program so small businesses can borrow up to $2 million to keep their businesses strong. 

    • Improving Care for Those with COVID-19: The administration is strengthening its surge response, with nearly 1,000 personnel already deployed across 18 states and the Department of Defense doubling the number of their teams deployed to support hospitals. The administration is also increasing the weekly pace of monoclonal antibody shipments.
       

  • The majority of Americans who were fully vaccinated with the Pfizer vaccine are now eligible to receive a booster shot six months after they've received their second shot.
     

    • Boosters will help increase people’s protection as we fight the Delta variant and try to end this pandemic.

    • We are following the science. The FDA and CDC have determined these booster shots can begin, based on the latest data and evidence, after a thorough, independent and transparent process of evaluating safety and effectiveness.

    • Individuals who are age 65 and older, at high-risk for severe COVID or illness, or work in a frontline job like health care workers or teachers are now eligible to get a booster shot six months after their second dose.
       

  • The president committed to the American people that he’d do everything in his power to defeat the virus. That’s what he’s done – and this plan builds on that and pushes us further.

  • Election Day is tomorrow in Virginia and New Jersey, and the stakes couldn’t be higher. 
     

  • Virginia needs to keep moving forward by reelecting Terry McAuliffe instead of electing an extremist Trump wannabe in Glenn Youngkin.
     

    • The choice is clear: Virginians will be supporting Terry McAuliffe because he has a real plan to create jobs, end this pandemic, and give every Virginia child a world-class education. Meanwhile, Glenn Youngkin would roll back abortion rights and bring Donald Trump’s agenda to Virginia.

    • If we elect Governor McAuliffe, Delegate Ayala, Attorney General Herring, and Democrats up and down the ticket, we can continue moving forward. These folks are proven leaders, and they’re fired up to get to work.
       

  • Phil Murphy has a strong record and will deliver for the people of New Jersey, while Jack Ciattarelli would send the state backward.

    • Governor Murphy has fought to make New Jersey stronger and fairer for everyone. In first term, he has: Raised the minimum wage; expanded earned sick and family leave; reinstated a millionaire’s tax to give middle-class families a break; funded women’s health care; made pre-K, college, and health care more affordable; and led New Jersey with principled, fact-driven leadership during the pandemic.
       

  • Make a plan to vote today and vote for Democrats up and down the ballot! 

MESSAGE OF THE DAY2. The Build Back Better Framework Will Build an Economy that Works for Everyone 

  • Last week, after months of negotiations, President Biden announced a framework for the Build Back Better Act.  
     

  • President Biden promised to rebuild the backbone of the country - the middle class - so that this time everyone comes along. He also campaigned on a promise to make government work for working people again. The Build Back Better framework does just that.
     

  • This framework is a transformative investment in climate, care and kids that will lower the costs of things families depend on, help people get back to work, and grow the economy.
     

  • Specifically, the framework delivers:
     

    • AFFORDABLE CARE: The most transformative investment in children and caregiving in generations, delivering:

      • Two years of free preschool for more than six million children per year. The last time America added years of free schooling was more than 100 years ago.

      • Affordable child care so that no middle-income families pay more than 7% of their income on child care. 

      • Affordable, high-quality care for older Americans and people with disabilities in their homes, while supporting the workers who provide this care.

    • CLIMATE ACTION: The largest effort to combat climate change in history that will ensure that we can meet our goal of reducing greenhouse gas emissions between 50 and 52 percent below 2005 levels by the year 2030.

    • A MIDDLE-CLASS TAX CUT: A historic tax cut for tens of millions of middle-class families, including giving more than 35 million families a major tax cut by extending the expanded Child Tax Credit and cutting taxes for 17 million low-wage workers by extending the expanded Earned Income Tax Credit. 

    • AFFORDABLE HEALTH CARE: The biggest expansion of affordable health care in a decade, reducing premiums for more than 9 million Americans by extending the expanded Premium Tax Credit, delivering health care coverage to up to 4 million uninsured people in states that have locked them out of Medicaid, and helping older Americans access affordable hearing care by expanding Medicare. 
       

  • Build Back Better will improve our immigration system consistent with the Senate’s reconciliation rules.
     

  • And, the framework will reduce the deficit. Build Back Better is paid for by rewarding work, not wealth – and ensuring that the super-wealthy and corporations pay their fair share and can’t cheat on their tax bills. No one making less than $400,000 will have their taxes raised.
     

  • Along with the President’s Bipartisan Infrastructure Deal, which makes historic investments in equity and in tackling the climate crisis, Build Back Better will create millions of good-paying jobs, ensure that American workers, businesses, and farmers can compete and win in the 21st century, and save middle-class families money. President Biden’s agenda will grow the economy so that everyone gets ahead. 
     

  • President Biden is confident this is a framework that can pass both houses of Congress, and he looks forward to signing it into law. He calls on Congress to take up this historic bill – in addition to the Bipartisan Infrastructure Investment and Jobs Act – as quickly as possible.
     

  • Passing the Build Back Better Act and the Bipartisan Infrastructure Deal will be the fuel Democrats need to win up and down the ballot in 2022 and beyond. Voters know who delivers for the American people: Democrats. We won in 2020 because we put the American people first, and this is how we’ll win in 2022.

  1. The Bipartisan Infrastructure Deal Will Create Jobs, Fight the Climate Crisis, Advance Equity, and Ensure America Can Compete

  • The Bipartisan Infrastructure Deal is the most significant long-term investment in the United States’ infrastructure and competitiveness in nearly a century.
     

  • A vote for this bill is a vote to create millions of good-paying union jobs, grow our economy, invest in communities that have too often been left behind, advance equity, fight the climate crisis, and position the United States to compete globally and win in the 21st century.
     

  • It includes a number of long overdue wins for the American people:
     

    • CLIMATE: From electrifying America’s power grid, building a national network of EV chargers, and making our infrastructure resilient to the impacts of climate change, the bill includes key provisions that advance President Biden’s climate plan and represents an important step forward. 

    • ROADS & BRIDGES: Repairs and rebuilds our roads and makes the single largest investment in our nation’s bridges. 

    • TRANSIT: Makes the largest federal investment in public transit in history to expand public transit options across every state in the country and replace thousands deficient transit vehicles, including buses, with clean, zero emission vehicles. 

    • BROADBAND: Ensures every American has access to reliable high-speed internet through a historic investment in broadband infrastructure deployment.

    • RAIL: Makes the largest investment in passenger rail since Amtrak’s creation.

    • EVs: Builds a national network of electric vehicle (EV) chargers, a critical step in the President’s strategy to fight the climate crisis and in creating good U.S. manufacturing jobs.  

    • CLEAN WATER: Delivers clean water to millions of families and eliminates the nation’s lead service lines, including in Tribal Nations and disadvantaged communities that need it most. 

    • RESILIENCE: Upgrades our power infrastructure, building new, resilient transmission lines across the country and making the single largest investment in clean energy transmission in American history.

    • LEGACY POLLUTION: Invests in environmental remediation and address legacy pollution in American history by cleaning up Superfund and brownfield sites, reclaiming abandoned mines, and capping orphaned gas wells.
       

  • For far too long, Americans have been awaiting this historic investment in our nation’s infrastructure and competitiveness. Finally, Congress has a chance to deliver. It’s simple: a vote for this legislation is a vote to compete, not fall into complacency; to pursue opportunity, not fall into disrepair and decay; to lead the world, instead of letting the world pass us by.

    • President Biden will participate in the World Leaders Summit at the start of the 26th Conference of the Parties to the UN Framework Convention on Climate Change (COP26) in Glasgow, United Kingdom.

    • Vice President Harris and Energy Secretary Jennifer Granholm will tour John F. Kennedy International Airport and deliver remarks on climate action.

    • Vice President Harris will deliver remarks at National Action Network’s 30th Anniversary Triumph Awards at Carnegie Hall. 
       

  • Tuesday, November 2

    • President Biden will participate in the World Leaders Summit at the start of the 26th Conference of the Parties to the UN Framework Convention on Climate Change (COP26) in Glasgow, United Kingdom.

    • President Biden will hold a press conference and then return to Washington, DC from Edinburgh, United Kingdom.
       

  • Friday, November 5

    • President Biden will deliver remarks on the October jobs report.

    • President Biden and the first lady will attend the funeral of General Colin Powell at Washington National Cathedral.

The Biden-Harris Administration has been in office for one year. Here's a look back at all that they have achieved:

  • Got Shots in Arms & Saved Lives: The President set up a historic vaccination program that resulted in more than 200 million Americans fully vaccinated this year: almost 75% of all adults. Millions of teenagers and children are now vaccinated, and tens of millions of Americans are getting booster shots. The President closed the racial equity gap in COVID vaccinations among adults. And, about 96% of schools are open. All these steps have and continue to save countless lives.

    Got People Back to Work: President Biden has grown the economy faster than in decades and added 6.4 million jobs - more in one year than ever on record. Recent weekly unemployment claims are down near a level not seen since 1969. Economic growth is the strongest in two generations – and for the first time in 20 years, the U.S. economy has grown faster than China’s.

    Passed Laws to Create Jobs & Rebuild Crumbling Infrastructure: President Biden got the American Rescue Plan and the Bipartisan Infrastructure Law passed -- the most impactful legislative agenda for a first year President. The American Rescue Plan led to what experts estimate will be the lowest child poverty rate on record and the unemployment rate is down to 3.9% two years faster than projected. The Bipartisan Infrastructure Law will create jobs, provide clean drinking water, upgrade our roads, airports, and rail, and is a critical first step towards a clean energy future.  

    Expanded Affordable Health Care: President Biden increased the number of Americans with health care coverage to the highest number ever, and slashed premiums for millions – as a result of his actions, hundreds of thousands of Americans pay premiums as low as $10. He just banned surprise billing, an issue that has been particularly concerning to Americans in the past few years, and lowered the co-pays that many Americans pay.

    Restored America’s Global Leadership: President Biden restored our global alliances and ended America’s longest war. For the first time in a generation, Americans are not deployed overseas in an ongoing war. The United States donated and delivered nearly 400 million vaccinations to developing countries – more than every other country in the world.

    Took Aggressive Action to Tackle the Climate Crisis: President Biden rejoined the Paris Agreement and reestablished U.S. leadership at the global conference on climate change. He jumpstarted an electric future made in America, tripling production of electric vehicles in a year. He is deploying more wind and solar energy than ever before, addressing the long-lasting negative effects of legacy pollution and advancing environmental justice in undeserved communities, and creating good-paying, union jobs that are making our country stronger and more resilient to the changing climate. 

    Addressed Gun Violence and Crime: President Biden issued a comprehensive strategy to reduce gun crime, including cracking down on gun trafficking and the proliferation of “ghost guns.” The Department of Justice banned federal law enforcement from using choke holds and no-knock” entries. And, President Biden provided cities historic levels of funding through the American Rescue Plan to put more cops on the beat and invest in community programs that are proven to reduce crime and make our communities safer.

    Bolstered Domestic Manufacturing: President Biden increased the competitiveness of the U.S. economy by finalizing the most significant changes to Buy American in almost 70 years. He directed federal dollars to U.S. manufacturers by creating the first-ever Made in America Office.  Under his Made in America Executive Order, federal purchases will help to bolster domestic manufacturing and manufacturing supply chains, and support good-paying, union jobs.

    Confirmed Historic Judges: More of President Biden’s lower-court judicial nominees were confirmed in his first year than any president since Kennedy – and the President appointed more Black women on the Court of Appeals than any President ever. 

    Formed a Government That Looks Like America: President Biden was the first president since Reagan to get all his initial picks for the statutory cabinet confirmed, and the first president ever to have a cabinet that truly looks like America: the first cabinet half female and majority non-white. 

    Advanced Racial Equity: President Biden signed a Day One Executive Order on advancing equity and racial justice and a separate Executive Order to expand Diversity, Equity, Inclusion, and Accessibility across the federal government. The Administration set a government-wide goal of increasing the share of federal contracts to small disadvantaged businesses, including those owned by people of color, by 50% by FY25, meaning an increase of $100 billion to these firms over 5 years. The Administration provided $32B specifically for Tribal communities and Native people in American Rescue Plan and $13B in direct investments in Tribal communities through the Bipartisan Infrastructure Law.

In spite of unprecedented crises and opposition from Congressional Republicans, the President and Congressional Democrats got an enormous amount done for the American people in their first year. This is only the beginning for the Administration.

@POTUS: Last year, for the first time in our history, a president who just lost an election tried to prevent the peaceful transfer of power as a violent mob breached the Capitol.
But they failed. And on this day of remembrance we must make sure that such an attack never happens again.
 
@VP: What was at stake on January 6th, and now, is the right to have our future decided the way the Constitution prescribes it… By We, the People. All the people.
 
TALKING POINTS:

  • This morning, President Biden and Vice President Harris delivered remarks at the U.S. Capitol to commemorate the Anniversary of January 6th, and highlight our sacred responsibility to protect our democracy and advance truth over lies. 

  • Together, they recognized the U.S. Capitol Police, the DC Metropolitan Police Department, the National Guard, and the brave Members, staff and reporters, who in the face of a brutal attack, helped defend the Capitol and ensure the will of the American people was heard.

  • The President reaffirmed the commitment he laid out when he first announced his candidacy nearly three years ago: to win the battle for the soul of America and bring our country together. And, he forcefully laid out that at this moment, we need to decide what kind of nation we are going to be.

  • President Biden said you can’t love your country only when you win, and the real patriots weren’t the rioters at the Capitol – as the former President claims -- they were the more than 150 million Americans who peacefully expressed their will at the ballot box, the election workers who protected the integrity of the vote, and the heroes in law enforcement who defended our democracy.

  • It’s on all of us to support legislation to protect voting rights and democratic institutions, and strongly condemn efforts by states to deny and subvert the vote. There’s nothing a unified American people can’t do. Great nations face the truth and prevail.

  • It is up to all Americans to stand for the rule of law, preserve the flame of democracy and keep the promise of America alive.

  1. This morning, the White House released a fact sheet highlighting how small businesses have flourished under the Biden-Harris administration. Through the American Rescue Plan and the equitable implementation of emergency relief programs, President Biden and Vice President Harris fostered the strongest recovery for Main Street on record. In 2021, Americans applied to start 5.4 million new businesses—more than 20 percent higher than any previous year on record.

    The Biden-Harris strategy to rescue and revitalize Main Street contrasts sharply with the latest tax plan from Republicans in Congress. The congressional Republican proposal put forward by Senator Rick Scott to impose a minimum tax on middle-class families would increase taxes on small businesses across the country.
     

  2. This week, the DNC rolled out a new round of State Party Innovation Fund grants to promote innovation and early organizing by hiring more boots on the ground to elect Democrats up and down the ticket and across the country in 2022. This week’s announcements include:

    • A Voter Protection Director in Maryland to ensure Marylanders have access to complete, accurate voting information so that their voices are heard at the ballot box.

    • A Campus and Apartments Organizing Program in Minnesota to support door knocking in apartment buildings across the Twin Cities metro area and turn out college and high school voters in urban and rural districts across the state.

    • An Organizing Director in California to oversee early and consistent voter outreach across the state into targeted congressional and state legislative districts.
       

  3. Today at 11:30am ET, the North Carolina Democratic Party held a press conference outside of Senator Thom Tillis’ office to highlight Republicans’ plan that could sunset Medicare and Social Security. 
     

  4. This morning, Seacoast Online in New Hampshire featured a guest column highlighting Republicans’ plan to sunset Medicare and Social Security. As the author wrote, “This Republican agenda, proposed by National Republican Senatorial Committee chair Sen. Rick Scott and approved by Republican National Committee chair Ronna McDaniel, attacks seniors, disabled people, and families, while signaling future benefits for rich donors.”
     

  5. Earlier this week, the Michigan Democratic Party held a press conference and rally in Kalamazoo to highlight Republicans’ plan to sunset Medicare and Social Security. As WKZO reported, “Michigan Democratic Party Spokesperson Alyssa Bradley says the GOP plan would essentially get rid of both programs entirely after five years unless Congress decides to pass them again. This in turn, resulting in higher costs and lower access for those relying on the programs.”

TALKING POINTS1. Small Businesses Boom Under the Biden-Harris Administration, But Republican Plan Would Tax Half of Main Street Business Owners:

  • A White House report released today details the small business boom under President Biden and Vice President Harris. It found that:

    • More Americans are starting new businesses than ever before: last year, Americans applied to start 5.4 million new businesses – 20% more than any year on record.

    • Small businesses are creating more jobs than ever before: Businesses with fewer than 50 workers created 1.9 million jobs in the first three quarters of 2021 alone, the highest rate of small business job creation ever recorded in a single year.

    • And, this small business boom has been particularly strong for entrepreneurs of color. For example, Hispanic entrepreneurs started new businesses in 2021 at the fastest rate in more than a decade, 23% faster than pre-pandemic levels.
       

  • The Biden-Harris administration’s economic agenda laid the foundation for this historic boom: By combatting the pandemic, providing families with greater financial security, and delivering more than $450 billion in emergency relief to small businesses, the Administration’s bottom-up approach to recovery has spurred this revival.
     

  • The Biden-Harris strategy to rescue and revitalize Main Street contrasts sharply with the latest tax plan from Republicans in Congress. Congressional Republicans’ proposal put forward by Senator Rick Scott to impose a minimum tax on middle-class families could increase taxes on small businesses across the country.
     

  • Not only does the President Biden reject congressional Republicans’ plan to increase taxes on nearly half of small business owners, he also has a four-pillar economic strategy to keep the small business boom going:

    • Expand access to capital;

    • Make historic investments in helping small businesses navigate available resources;

IN THE STATES: GOP Faces Backlash for Targeting Seniors’ Benefits

In the states this week, Republicans have had to defend their party’s plan that calls for sunsetting all federal legislation, including Medicare and Social Security, after five years - putting millions of seniors’ right to their hard-earned benefits at risk. Unsurprisingly, Americans are making their opposition to the plan known.

Here’s a look at some of the recent local coverage of the backlash to Republicans’ disastrous agenda in the battlegrounds: 

This week, the DNC made yet another round of State Party Innovation Fund (SPIF) grants, giving states across the country the resources they need to help bolster organizing efforts, voter protection, and more. Here are a few examples:

Meanwhile, people across the nation saw headlines about how President Biden and Democrats’ American Rescue Plan and Bipartisan Infrastructure Law are helping lower housing costs for working Americans – doing everything from cutting home energy bills to increasing access to affordable housing.

As a reminder, the Rules and Bylaws Committee met on April 13 and approved the Resolution of the Principles and Framework of a Transparent and Fair Review of the Presidential Nominating Calendar. You can find the resolution here

The resolution calls for at least four virtual listening sessions. The listening sessions are scheduled for:

Members of the Labor Council,

More than 50 years ago, the Occupational Safety and Health Act of 1970 went into effect with the aim of ensuring private sector workers a safe place to work.  Despite this monumental achievement, thousands of workers die on the job each year.  And over the last two years, countless more essential workers have died as they made it possible for our country to keep going. Without them, we could not have survived.
 
Today on Worker Memorial Day, we make space to reflect on the workers who have been hurt, injured, or died due to workplace incidents in the United States. Today is a somber day as we remember those who left us too soon. Yet it is also a reminder of why we are Democrats, and why a workers first agenda must be our agenda. 
 
Workers across the country are organizing for better working conditions and safer workplaces.  From healthcare to manufacturing to warehousing to retail and hospitality, workers are rising up and challenging employers, and us as a society, to make work life better for working families.
 
The Biden-Harris Administration is leading the way and demonstrating what it means to stand with workers. From the passage of the American Rescue Plan to the enactment and implementation of the Bipartisan Infrastructure Law, this Administration has made real progress to advance the objectives of the labor movement and centering workers in all that they do.
 
That is the path forward for Democrats.  We must continue our work of electing Democrats who will fight for and advance the needs of all workers. And today, let’s recommit to fighting in the memory of the workers we have lost but not forgotten.

Americans are getting back to work in every corner of the country in record numbers. Right now, 17 states are at or tied with the lowest unemployment rate they’ve ever had – and 20 states have jobless rates below 3%. Over the last year, the unemployment rate dropped in every state and many states have reached historic lows. These aren’t just numbers on a page: these are millions of Americans back at work and able to support themselves and their families with good-paying jobs and enjoy the dignity a job provides.  

This wasn’t an accident: this was the direct result of my economic plan to grow the economy from the bottom up and middle out. There’s still more work to do to build on this recovery and bring down costs for working families – and my Administration is working on that every day – but we can’t lose sight of how far, and how quickly, we’ve come.

I have always believed that for America to succeed, rural America must succeed. Since taking office, my Administration has focused on building pathways to the middle class for rural Americans in rural America – including investing in rural infrastructure and rebuilding the communities that feed and fuel our country.

For far too long, opportunity has been out of reach for rural communities. My Administration is changing that. Through the American Rescue Plan, we supported rural families and provided rural communities with the tools and resources that made them central to America’s strong economic recovery. I also secured historic investments for rural America through the Bipartisan Infrastructure Law to make sure we revitalize and rebuild rural communities for years to come. These generational infrastructure investments will provide rural communities across America affordable high-speed internet, clean drinking water, reliable electricity, better roads and bridges, and good-paying jobs. I hope your week is off to a great start. I would like to take this opportunity to share a few reminders and announcements with you.

Chair’s Advisory Group on Awards

At the March DNC Meeting, Chair Harrison announced the formation of the Advisory Group on Awards, which aims to recognize and honor the people who go above and beyond to support the Democratic Party. If you are interested in serving and have not yet formally expressed interest, please email The Secretary’s Office by Monday, May 2nd.

DNC Rural Council Meeting 

At the DNC Winter Meeting in March, the Rural Council recessed to update the Council’s Bylaws. Since then, members of the Rural Council have met to work on amending the Bylaws for Council member approval. 

The DNC Rural Council will meet virtually on Saturday, May 21st, at 10:00 am CT to vote on their bylaws. If you are interested in attending the virtual meeting, you can RSVP here. Additional details on how members will log in and vote will be forthcoming.

The two versions of the bylaws under consideration for adoption are below: 

  • The first version: Officers (Chair, Vice-Chair, and Secretary) may be DNC members or non-DNC members. All regional representatives to the Steering Committee MUST be DNC members. 

  • The second version: A majority of Officers (Chair, Vice-Chair, and Secretary) must be DNC members. The regional representatives of the Steering Committee may be DNC members or non-DNC members. 

The agenda for the meeting will include the approval of the bylaws and the election of Officers and the Regional Steering Committee. Elections will be held for the Chair, Vice-Chair, Secretary, and eight Regional Steering Committee Members. The Regional Steering Committee will be comprised of two members representing each of the four DNC Regions (Eastern, Midwestern, Southern, and Western).

Today, President Biden granted pardons to three people and commuted the sentences of 75 people, all of whom have made efforts to rehabilitate themselves, including through educational and vocational training or drug treatment in prison. America must offer meaningful opportunities for redemption and rehabilitation to empower those who have been incarcerated to become productive, law-abiding, members of society, and reduce crime and make our communities safer. Leaders on both sides of the aisle recognize that second chance opportunities offer people who have made mistakes and served their time a path to make meaningful contributions to their communities and reduce recidivism. In doing so, we can break the cycle of crime, and allow law enforcement to focus their time and resources on the most pressing threats to public safety.

    Today, during Second Chance Month, the Biden-Harris administration is releasing a comprehensive strategy that expands Incarceration to Employment opportunities, as well as the following concrete policy actions as part of a whole-of-government effort to advance employment, bolster reentry, empower formerly incarcerated persons, and strengthen our communities and our economy.
     

  2. Last week, a new recording confirmed that Kevin McCarthy lied about his response to Donald Trump inciting a violent mob on the Capitol and attempting to overturn a free and fair election. Kevin McCarthy is nothing but a fraud and a liar who will do and say anything to appease Trump. 

    DNC spokesperson Ammar Moussa released the following statement: “Kevin McCarthy is a fraud and a liar. Republicans are not fit to govern and Republican majorities would mean little more than complete subservience to Donald Trump.”

  3. TODAY at 12 pm EDT, community leaders and advocates in Michigan’s new fourth district will rally against Congressman Bill Huizenga in Kalamazoo to call him and the Republican Party out for Rick Scott’s plan to sunset Medicare and Social Security — programs that over a million of Michigan seniors and people living with disabilities rely on every day.

    Speakers will talk about how their senior neighbors in the district will face higher health care costs and struggle to make ends meet if Republicans sunset Medicare and Social Security, and highlight how Republicans like Huizenga are voting against the interests of Michiganders, while Democrats are working to cap monthly insulin costs and pushing to make billionaires pay their fair share without raising taxes on anyone making less than $400,000.   • Today, during Second Chance Month, President Biden made a number of announcements focused on second chances and reentry, which — as leaders on both sides of the aisle recognize — will help prevent and reduce crime and strengthen our communities by giving those leaving incarceration real pathways to become productive, law-abiding, members of society.
     

  • The president announced 75 sentence commutations and 3 full pardons. All of these individuals were convicted of nonviolent drug offenses, and many have been successfully serving their time on home confinement.
     

  • President Biden has issued more sentence commutations at this early point in his presidency than any of his last five predecessors at the same point in their first terms.  
     

  • The president also announced more than 20 major actions from a dozen agencies to expand second chance opportunities. This includes:

    • A first-of-its kind partnership between the Department of Justice and the Labor Department to invest $145 million in job training and intensive reentry in federal prisons.

    • Steps that will make more incarcerated students eligible for Pell Grants.

    • Actions to make it easier for those who were incarcerated to enroll in Medicare.

    • Changes to help formerly incarcerated veterans get their benefits restored.
       

  • In addition, Susan Rice, Dana Remus, and Cedric Richmond are holding a virtual roundtable with six formerly incarcerated individuals to discuss the president’s first clemency announcement, the new reentry policies and programs announced today, and the impact people getting a real second chance to contribute to their communities and break the cycle of crime will make.
     

  • Today’s announcements mark important progress, and the Biden-Harris administration will continue working to review clemency petitions and deliver reforms that advance both equal justice and public safety. 
     

  • And, it shows the president's commitment to using every tool at our disposal to fight crime–including investments in community policing, going after gun traffickers, and taking steps like this to make our communities stronger by preventing recidivism.

BIDEN-HARRIS ADMINISTRATION WEEK AHEAD

  • Wednesday, April 27

    • The president and the vice president will attend the funeral of Secretary of State Madeleine Albright at the Washington National Cathedral. The president will deliver remarks.

    • The president and the first lady will host the Council of Chief State School Officers’ 2022 National and State Teachers of the Year at the White House. Teachers from each state and territory will be honored for their excellence in teaching and commitment to students’ learning. 
       

  • Friday, April 29 

    • President Biden will meet with President Andrés Manuel López Obrador virtually. In this virtual event, the two leaders will discuss their vision for the Ninth Summit of the Americas and how North America can lead on priority initiatives for the region. They also plan to discuss cooperation on migration, joint development efforts in Central America, competitiveness and economic growth, security, energy, and economic cooperation.
       

  • Saturday, April 30

    • The president and the first lady will attend the White House Correspondents’ Association Dinner at the Washington Hilton. The president will deliver remarks.
