Update: During the educational session, a DA leader asked whether non-DA-members could be recognized as an author of a resolution. The Resolutions Committee agreed on March 29 to allow non-DA-members (who are U.S. citizens) to be recognized as authors of resolutions. However, a U.S. citizen who is not a DA member may not be designated as the primary contact for a resolution -- that is, they cannot be granted ownership over changes to a resolution or listed as its contact on the resolutions dashboard.
