Public Hearings

Each hearing will last two hours, be recorded, and cover all the resolutions submitted. The format will be similar to the Charter Hearings: each resolution will allocated a total limit of discussion for ten minutes. The primary sponsor (or designee) will introduce discussion for up to 60 seconds and close discussion for up to 45 seconds. Individual speakers should indicate “pro” or “con” and will have 45 seconds to speak. DPCA members may be given priority by the chair of the meeting, depending on circumstances.

Resolutions will be discussed in the order they were submitted, which is the same as the order of the April 29 report. If there's time remaining after the full allotment for each resolution – which may be shortened if there are no speakers in the queue – the hearing may return to resolutions where discussion was cut off, in an order determined by the chair.

The memorial resolution will be presented at the Global Meeting but will not be allotted time for pro-vs-con discussion at the hearings.
