All citizens must cast their ballots using the secure consular pouch no later than September 27, 2024. The Embassy in Beijing cannot guarantee delivery after that date. If you do not have a ballot by this date, please vote using the Federal Write-In Absentee Ballot (FWAB). Note: when visiting the embassy, voters must pass at least three gate attendants. All voters must go through the security checkpoint and surrender their phones. It will take 20 minutes to wind through the checkpoints. The Consulate in Guangzhou cannot guarantee delivery after that date. If you do not have a ballot by this date, please vote using the Federal Write-In Absentee Ballot (FWAB). A secure ballot drop box will be placed outside the entrance during business hours only, 8:30 AM to 4:30 PM. ACS has suggested afternoon drop-offs will allow voters to avoid lines. Shanghai ACS has specific mailing instructions, but WILL NOT accept mailed-in ballots to forward after a certain date. Building Update: Follow these steps to mail back your ballots, FWABs, and Federal Postcard Applications using the consular pouch locally in 2024: To access the American Citizen Services Unit, please enter the Westgate Mall on Nanhui Road ( 梅陇镇广场-南汇路入口). When you approach the building, please present your U.S. passport. Explain to security personnel that you are there to vote. Enter the building using the doors on the left side of the entrance. After you enter the building, proceed left to the elevator bank and look for signage indicating which elevator you should take to the 9th floor. Please note that on-site parking at Westgate Mall is no longer available. |
There is an official U.S. postage-paid outer envelope to be used for election mail dropped off at any Embassy or Consulate. Any voter using a local service, such as China Post, or a courier service, such as SF Express, must place all properly stuffed ballot materials inside an additional external envelope, using appropriate local and international postage.
